Not too sure.
Because this map is a re-drawn version of what Mexico used to be, before and as the U.S. was forming, the same principal can't really be applied to Germany (If we're speaking of the WWII time period). Maybe the Austrian Empire, but not really Germany.
I'm not so concerned about the headline being in English, but the U.S. territories being in Spanish.
Overall kind of confusing ad, not too sure if it's insulting or not.
